Services SETA Hiring Manager for Learnership Assessments 2025 – Apply Before August 27!

About the Role

The Manager: Assessment plays a key role in ensuring that learners leaving the post-school education and training system are well-prepared for the workplace. The person in this position will manage important responsibilities delegated by the QCTO (Quality Council for Trades and Occupations). These responsibilities include overseeing EISAs (External Integrated Summative Assessments), external moderation, and certification processes.

In short, this job ensures that learners’ qualifications meet the needs of employers while maintaining high education and training standards.


Key Responsibilities

This position carries wide-ranging duties, all focused on quality, compliance, and delivery. Major responsibilities include:

1. EISA Scheduling and Monitoring (Occupational Qualifications & Trades)

  • Approving and publishing annual assessment calendars.
  • Managing trade testing processes, including issuing serial numbers.
  • Coordinating with QCTO and assessment centres to confirm learner volumes and locations.
  • Monitoring assessment centres to ensure assessments run smoothly.
  • Identifying and handling irregularities during exams in line with policy.
  • Moderating learner achievements and recommending certification.
  • Overseeing trade testing scheduling through NAMB.
  • Ensuring assessments are completed with minimal incidents.

2. External Moderation (Higher Qualifications)

  • Tracking enrolments and scheduling external moderation.
  • Ensuring providers are prepared for external moderation.
  • Verifying learner achievements and handling re-submissions or re-moderations.
  • Producing accurate reports on learner performance.
  • Allocating evaluators and ensuring external moderation meets demand.

3. Certification (Non-Trades)

  • Verifying learner achievements against moderation reports before certification.
  • Ensuring compliance with provider accreditation and unit standards.
  • Processing certificate re-issues with complete accuracy.
  • Printing and distributing certificates securely and in line with policy.

4. Certification (Trades)

  • Managing demand for trade certificates and serial numbers.
  • Tracking learner progress from serial number issue to trade test results.
  • Submitting learner achievements to NAMB for verification.
  • Ensuring certificates are printed and distributed correctly.
  • Maintaining records safely for audits and reporting.

Job Requirements

Applicants must meet the following requirements to be considered:

  • A Bachelor’s Degree (NQF Level 7) in Public and Development Management, Business Administration, or a related field.
  • An ODETDP (Occupationally Directed Education, Training, and Development Practitioner) qualification is an added advantage.
  • A minimum of 10 years’ experience, with at least 3 years in a supervisory role.
  • Experience in the PSET (Post-School Education and Training) sector, qualification and curriculum development, and quality assurance is highly desirable.
